About SCARE Approximately 85 percent of South Carolina is rural and many rural schools exist within districts that are not primarily rural. These districts and schools encounter challenges that are unique and different from those faced in rural areas. Recognizing some of these differences, McCormick County School District invited representatives in 1993 from across the state to begin discussing issues related to rural education. The group agreed that challenges could be addressed more effectively via forming a state level association to focus in rural education. The South Carolina Association for Rural Education (SCARE) was hence formed in 1993 and now has nearly 400 members throughout South Carolina. SCARE is affiliated with the National Rural Education Association. As part of its service to rural educators the Association hosts the annual South Carolina Conference on Rural Education as well as a variety of mini-conferences and other educational activities In addition the Association provides its members a collective voice on legislative issues related to rural education and rural communities.
